DeKalb County authorities reported an arrest has been made in the beating of a dog.According to authorities, Joseph Waters, 48, was taken into custody today and charged with one count of felony cruelty to animals.
Waters allegedly beat a dog (Murphy) with a hammer and left the animal for dead in Murphy Chandler Park.
The dog is recovering in a DeKalb County animal hospital.
